****½

After her closest friend was murdered by imperial troops, Libby, a rare female dragon, decides to take revenge on the source of the problem: the emperor himself. But instead of vengeance, she finds herself coveted by the imperials as breeding stock for new soldiers. Now, Libby is on the run, fighting for survival in a dystopian future.

Far from alone, however, the dragon finds more than a protector in Swann, the Mer commander of a pirate vessel. A lover and a fighter in her cause, the man with a tortured past may be Libby’s match—if they can survive long enough to find out.

I really, really like this series, and I’m not sure whether to chalk it up just to good writing overall, a hot cast, or the great dystopian setting— all around, it’s damned well-constructed. Continued appearances from the characters in prior books tie the series together fluidly, and the struggle against the series-eponymous Empire builds.
